Orbicon has conducted the ex ante evaluation of the draft IPARD Rural Development Plan 2007-2013 prepared by the Croatian Ministry of Agriculture, Forestry and Water Management.
It is the expectation from the EU Commission that candidate countries like Croatia follow to the extent possible the same programming guidelines as Member states. Therefore, the ex ante evaluation did also follow the guidelines provided by the EU Commission on ex ante evaluation providing recommendations for improvements of IPARD plan. The evaluation did focus on the coherence between background description, SWOT analysis, the objective hierarchy and the chosen measures and sub-measures.
